You pay once per person who starts using your site, not per sign-in, and not for people who never finish verifying.
During early access
Early-access partners don't pay while we work out pricing together. The plans below are our proposal; they'll change with what we learn, and we'll give at least 30 days' notice before any fees start. The sandbox is free: create an account.

What counts as a new verified user
A person who agrees to share with your project for the first time. Signing in again, using another of your project's clients, or stopping and later restarting sharing, doesn't count again. People who cancel or fail verification never count. Your dashboard's Usage page shows the counts per day.

What people pay
Nothing to create a Human Pass or use it. One verification (or re-verification) a year is free; extra ones cost about $1 in the person's currency, which keeps verification spam down.
